Yes. You decide where you want to be in your spiritual growth. No one makes you do anything. There are no laws.

There are people who are guides who will help you understand yourself, the universe, and the Higher Power. But you choose when to listen and what to do with the knowledge.

Some people are so contented with being in the afterlife, with all the positive things about Earth and none of the negative, that they stay where they are for a long time. They gradually learn about themselves and life, and eventually they grow in spiritual maturity. When they grow, they assume another vibration that suits them. They are free to travel to other planes lower than theirs, but they have the wisdom to know what that means.

People can come down to the Earthly plane from the higher planes, and they do come and observe family and people, but they can't easily interact. They can focus their thoughts on a person's thoughts and give the person impressions if the person in a body is open to them. And a medium can hear the thoughts better than ordinary people. But those on higher planes don't want to come down and hang out on the Earthly plane. They're busy with their own lives. They have occupations and interests. They're learning and experiencing, just as people do on Earth, but without the negatives we have on the Earthly plane.
