Yes, but we don't know all of the answers. We do know that we are eternal and we change from plane to plane as we grow. The planes exist because we are continually changing and growing, and we need to be in different circumstances that fit our growth.

Does The Higher Power desire one plane of existence over another?
No. There is no judgment. There is no evaluation, except our own evaluation of ourselves as we strive to grow. Every person at every level is OK, even what we regard as the lowest levels.
