Hi Kim,
"Static" means unchanging. We have the impression that a plane or sphere is definable as the Astral Plane or Mental Plane. The error is to see it as a single place, rather like the Earth Plane, that we could describe as being the same today as it was 500 years ago and will be in another 500 years.
However, there are millions of other planes, and they are dynamic, meaning they change as the people in them change.
