Both electromagnetism and consciousness are elemental or fundamental in the physical realm. They derive from nothing else. However, what we experience in our consciousness as electromagnetism, including sights and sensations, are created by consciousness, so in the end, only consciousness is elemental or fundamental. What we regard as light is only an experience we have in our minds. When we look at a rose, we experience the sight of the rose, and when we look at why we experience the rose in the physical realm, we find electromagnetism, or light, but in the end, it's only the experience of the rose, and electromagnetism is what appears to bring the experience of the rose to us. However, actually, the electromagnetism and the rose are created by consciousness.
